The organization management of photovoltaic operation and maintenance enterprises involved in the operation and maintenance of power stations mainly includes the enterprise safety production organization and management system and the on-site operation and maintenance organization and management system of the power station.
Photovoltaic operation and maintenance companies should establish a safety production committee headed by the main person in charge, clarify the composition and responsibilities of the organization, and establish a sound work system and regular meeting system. The main person in charge of the enterprise should organize regular safety production committee meetings to summarize and analyze the safety production situation of the unit, deploy safety production work, study and solve major problems in safety production work, and make decisions about major safety production issues of the enterprise. According to relevant national regulations, photovoltaic operation and maintenance enterprises should set up safety production management agencies or be equipped with full-time or part-time safety production management personnel and required facilities and equipment. Establish a safety production supervision system, improve the safety production supervision network, hold monthly safety production supervision network meetings (or in parallel with the safety production work regular meeting), analyze safety production work, and make meeting records. The person in charge of the operation and maintenance company is the person in charge of the safety management of the photovoltaic power station, who is responsible for the overall establishment, improvement and improvement of the safety management network of the power station, and the implementation of various safety production rules and regulations. Responsible for reviewing the annual safety production goals, establishing a safety production assurance system, and ensuring the effectiveness of safety production management.
The responsibilities and conditions of each post in the on-site operation and maintenance organization and management system of photovoltaic power plants vary with the operating requirements of the power station, but the general post configuration and basic conditions of the post are roughly the same. The on-site operation and maintenance management team of photovoltaic power plants is generally configured with the following four management levels: operation and maintenance person in charge (station master)-safety technical supervisor (deputy station master)-main duty officer and deputy duty officer (including interns, etc.). The on-site operation and maintenance organization structure of the photovoltaic power station is shown in Figure 1.
(1) The station master is the first person in charge of the operation and maintenance department of the photovoltaic power station observation site, and is fully responsible for the various tasks of the power station under its jurisdiction, and implements the company’s various work requirements. Jiang Shi completes the various tasks of the power station. Carry out various power plant operation and maintenance management activities as permitted by laws and regulations.
(2) Anjin Yeshu mainly meets the person in charge of the safety technology of Guangyou Phone, and carries out work under the direct leadership of the station master to carry out various tasks for the safe production of the power station.
(3) The main duty officer of the power station operation and maintenance is the person who is directly responsible for the operation of the duty group, and organizes the deputy duty officer to carry out the operation and maintenance work.
(4) The deputy duty officer of the power station operation and maintenance is responsible for monitoring the normal operation of the equipment, grasping the operation mode and load changes, and correctly performing the switching operation and accident handling under the leadership of the main duty officer.
②Equipment defect and fault management
Equipment defects refer to the abnormal operation of all related equipment, which may threaten personal and equipment safety, affect economic operation and equipment health, and be harmful to equipment cleaning and environmental protection, and needs to be dealt with. A failure refers to an event or phenomenon in which the equipment loses or reduces its specified functions. It is manifested as the loss of original performance or accuracy of certain components, resulting in the equipment not being able to operate normally, the technical performance is reduced, and the power generation production is interrupted or the efficiency is reduced. Photovoltaic power generation enterprises shall establish a classification management mechanism for power plant equipment defects and failures. For the discovery, notification, handling, and assessment of equipment defects and failures, the basic management principles shall be clarified, and a prescribed process standard for eliminating defects or failures shall be established.
